This can be a result of a few things; the most common is ZoneAlarm. Even while disabled it seems to cause problems logging into DAOC. The first step would be to uninstall ZoneAlarm to see if the problem persists.
This can also be caused by a connection issue from either your ISP or a server between you and Mythic Entertainment. To check, please perform the following. Click on the Windows start button , click run and type "command" then hit enter. In the DOS window type TRACERT 220.127.116.11 If you see any *?s, request time outs or Destination Host Unreachable, please contact your ISP and explain the situation that is occuring.
